I would like to know why so many suggestions for you.  Must be
confusing.  Here is what you do to read your PDF.  First, open up your
PDF in Adobe Reader and make sure it scans the document.  When you try
to read it, JAWS will say "Blank Document."  Now, press insert +
spacebar, and press O then press D.  This will cause JAWS to do OCR on
the PDF document and in a minute or so, JAWS wil begin reading the PDF
to you after it does the OCR.  Your Pdf will now be in a nice virtual
buffer so you can copy and paste and do all you would to a word
document.  If you close the document before you are done reading the
entirety of it, you will have to do all of the steps all over again to
have JAWS do the OCR on it.  Since you have JAWS 16, you can use the
steps I gave you to have JAWS do the OCR and read the document.  You
do not need OpenBook or any of that!  I hope this helps and works well
