There wasn't anything called 'Preferences' on my standard Google page, but the things you described were revealed under a 'Settings Button'. The weird thing was though, that I could not check the button to turn off Google Instant with either the keyboard or mouse simulation. I've done the 'click here to turn off Google Instant' a million times, but it always came back up the next time I opened the page- so am clueless as to what the inability to select that radio button could signify.

The first thing is Safe Filter results which you can check if you don't want explicit or violent sites. 4. The next thing is instant predictions. Here, to turn them off, you want the third radio button. 5. If you want to change the results per pade, you can do so with the slider. It is a bit challenging to adjust with a screen reader, but it can be managed. Finally, when you have things set up the way you want, click the Save button. Take my advice, I don't use it anyway.
