As I suspected. "The menu [alt] key cannot be toggled because this key is used in combination with other keys." Also, if you do try to change it in the Manage Key Labels dialogue, it says, "always speak" - which means that it cannot be changed; and this state is also true for some other keys.

I'm looking under the setting center/manage key lables.  I'm unable to mute
the alt key.  How can I mute this sucker?

I have that key assigned for a nav key in combo with another; however, it
keeps announcing alt, which gets annoying, so if it's not available in the
manage key lables to mute what do I do?
