Hi Everyone, I figured out what I was doing wrong with this old pea brain. I needed to hit the jaws key and f4 instead I was hitting alt+f4. Sorry to bother everyone.

Alt-F4 works if the JAWS window has focus. Also, insert-F4 should have the same effect. (This is from memory. I haven't been using Microsoft Windows much lately.)
