GoldWave is a fully functional demo.  it is made in Canada so they trust you
to register if you like the program.
this was a long time ago not sure if this is true anymore.

Pardon my ignorance, but is Gold Wave free?

I've also been looking for an easy-to-use  program for making MP3 files for
quite some time.

you can use GoldWave
all you need is a microphone, if you use speakers sometimes the mic is the
speakers itself.
there's a tutorial on the jaws tips and tricks page on how to use GoldWave

I am taking a language course and can submit my assignment in MP3 format.

I don't have a clue how to do this or what programs, devices, or where I can
do this. What would I need with JAWS, latest 16 , win 8.1, and is this an
easy process or do I need a PHD?
