In Outlook, there's a distinction between customizing a folder versus making the same settings for all folders. I have no idea how to leap across this distinction, but I do know from years of experience that simply customizing a folder does not necessarily carry across to all folders. Such is Outlook and it sounds like nothing has changed since the 2003 version.
