I have noted this behavior since Jaws 16, very annoying especially if one is
using arrows while reading display, I read left-handed, long story, and am a
very dominant  right-handed person.  Tab key is on the left and that hand,
especially if trying to order something is often on the display.  Jaws 17
can occasionally drive me mad when I hear "edit" and then start to type and
hear no ... present.  Just have to get used to pressing enter first, or
using the tab key, or changing a setting which could make other things not
work as intended.  
However, I have thought I was on an order link, display shows I am as well
as Eloquence, press enter and find myself in a totally different place,
sometimes unable to go page back, either get JAWS lockup and can't do
anything, or get a webpage error, and have to try to exit everything or just
turn off the computer.  
Annoying to say the least, although in 17 I note the wrong link is less of a
problem than it was in 16.

I have encountered this behavior in Jaws for years. It happens to me more in

Firefox than IE, but it happens in both. The best way that I have found to 
circumvent the problem is to TAB to the link and then activate it, instead 
of navigating to the link with the cursor keys. When using FF, I always TAB 
to a link before activating.
