A friend's experience (no matter how well versed they are) doesn't mean that
it will be yours also. You'd use 11 because it is currently best supported
and is likely to continue being supported by Microsoft. Soon, if you want to
continue to use IE, you will have no choice but to use Internet Explorer 11.

To answer your question. Yes, Jaws 16 works very well with IE9.
May I asked why you don't want to update to IE11? If you are running XP you
can only run up to IE9 but if you are using W7, 8.0,8.1, or W10 you can use
IE11 which is the latest version.
