Ed, launch the windows update applet from the control panel, or launch it from the search box. tab to and press the space bar on the installed updates link and wait for the list to populate with all of the updates that are installed. to make it easier to sort what you're going to be looking for, tab once and press the space bar to sort the list. wait for the list to sort, and now you're looking for an entry that has a KB 3035583 in it's name. press the application key or right click it and enter on the uninstall command. follow the prompt and let it restart to finish the process.
now you're going to hide it so it doesn't bother you again, maybe.
launch windows update again, tab to and space bar on the check for updates link. after it's done, there should be an important category that has the KB 3035583 update in it. open the important category by pressing the space bar. find and right click KB 3035583 and enter on hide.
if it should come back, just repeat the steps, but it should stay hidden.

another thing you should be aware of is to activate the change settings link and keep tabbing to the get recommended updates ... item and make sure it's unchecked. hth
