I believe it is because pages are often loaded from different sources, there is probably the main text and then advertisements. So Jaws will announce the page every time one of the various parts has finished loading. I don't think it can be suppressed but I could be wrong about that. I'm pretty sure it's just JAWS reputing itself. I've gotten used to this behavior. I suspect that the continuous flashing of the title line is causing JAWS to read the updated text. You might be able to suppress this using your verbosity settings.
