You normally need to press a function key or the del key right at the very start of the boot sequence, almost straight after the laptop is switched on. Try F2 or Escape on the HP machine as a starting point.

Other makes sometimes have the setting available under keyboard settings in control panel or system but not HP sorry to say. I wish I had better news but there you have it.
