Hi,
Even if the laptop does not have a numb pad, I would tell your friend to have a sighted person look at it, because I have bought laptops that had an insert key in the most unlikely places. I even had a laptop where you had to hold down the FN key and press another key to get the insert. I am not sure about changing one key for another key. I wish I knew more about that. I will have to do a search on that one. Also, your friend might want to look into buying an external keyboard that folds up and becomes very portable. Just some suggestions. Let's see what others say. This is why I love these lists so much. Have a great one.

Are there any accessible application to change one key on the keyboard to other? My friend have a laptop which does not has the Insert key. Now he wants to use something like the right Alt key for that one.
