I am not getting the same problem you are having running windows 10, outlook 2010 and jaws17 latest build. After moving from the message I am writing and alt tabbing away to something else, when I come back into my message, quick keys are not on and when I turn quick keys on with insert X, jaws says "quick keys on" which meant it was off when I used the toggle. But again this might be a outlook 2013 issue.

If you reboot & your system comes up running normally, try downloading J17 using the links I provided earlier, & running that update installation file from your computer. Some people have good luck updating with the Jaws updater, & others do not.
