JAWS "shutting down and restarting" happens on my Windows 8.1 PC with JAWS 17.0.1337. So, I suspect that it does not pertain to JAWS on Windows 10. I have heard that JAWS does not "shut down and restart" when using JAWS 16 with Windows 10. Perhaps, others may have more experience with this setup, and can confirm this.
