Is this a shared folder that you created? I tried doing one, but couldn't get it right by myself, as Dropbox has changed some through it's versions. If it is a shared folder, the other person has to accept the shared status.
Anyway, I do have several shared folders that others have helped me with.
So first I open the Dropbox program, find the shared folder and open it, copy the selected files I want to share into this folder. You should see the list of files in the folder. I close Dropbox, and away they upload.

I'm not sure I'm explaining this correctly, but you need to paste your files
into your folder so that they can then be uploaded as a folder.
