When I've had the problem, I can confirm that I've only had 1 or even many applications open, and it does not matter which applications.
I do think that it has to do with the sound card, but I have nothing to base that on. I was sorting my documents folder. Cutting and pasting various word and text documents into various folders. All of a sudden jaws started speaking with a lot of static. Think of listening to the radio and all of a sudden you hear all this statacky interference. I unloaded jaws and restarted it and now jaws is speaking properly and clearly again.
