Okay, it sounds like you might be missing the, SendTo folder, from where 
it's supposed to be.  If you highlight a folder, open the context menu & 
arrow down, is the Send To submenu there?  If it's there, & you press ess 
enter, what options do you have?  I'm sorry for all the questions, but I'm 
trying to determine if your missing the Send To submenu, or if you are 
possibly missing the Send To folder.  To see if your Send To folder is where 
it's supposed to be, try the steps below:

1. Go to the root of your C / Operating System drive, & open the Users 
folder.
2. Press Alt + T, for tools, press the letter, O, for options, Control + Tab 
to the View Page, & tab a couple of times to the Tree View.
3. Press the letter, H, to Hidden Files & Folders open, arrow down to, Show 
hidden files, folders, & drives, & make sure this is, On.
4. Press, Alt + A, to apply, tab to, Okay, & press enter.
5. Now you should have more folders visible in your Users folder.  Open the, 
Default folder, press enter on, AppData, arrow down to, Roaming, press 
enter, arrow down to, Microsoft, press enter, arrow down to, Windows, press 
enter, arrow down to, Send To, copy this folder, & paste it somewhere 
accessible, if it's there.
Note:  This SendTo folder should have 4 items in it:
Compressed (zipped) folder
Desktop (create shortcut)
Fax recipient
Mail recipient

6. Press your backspace key until you're back into your, Users, folder.
7. Open your, Name Folder, press enter on, AppData, arrow down to, Roaming, 
press enter, arrow down to, Microsoft, press enter,
arrow down to, Windows, press enter, & arrow down to, Send To, & press enter 
to view the contents of the folder, if it's there.
8. If the Send To folder was there from step #5, & you copy / pasted it 
somewhere accessible, but the Send To folder wasn't there from step #7, you 
can paste the Send To folder from step # 5 where you're missing this folder 
here to replace the missing Send To folder in step #7.

I hope I haven't confused you, as much as I did myself!  If I did, hopefully 
someone may hav a more simple way of explaining the steps.
