You need to find software that supports SIP (Session Initiation Protocol).
This is sometimes referred to as a softphone.

I don't know which SIP software is most accessible in the Microsoft Windows
environment.

You then register with a SIP service provider, enter their details into the
softphone, and start making and receiving calls.

You can also run your own SIP server, as I do, but discussing that lies
outside the scope of this mailing list.
