the issue is using Firefox 48 under Windows 7 with JAWS 16. touch cursor is not available.

The touch cursor works under Firefox 48, but, as you noticed, the JAWS cursor
does not. I don't know whether using the touch cursor will meet your needs.

I've had similar experiences elsewhere, for example in the Windows 10 Settings.
