Lev: The only way I was able to read the document was to open it via the link in Firefox, and then save it as a separate PDF file. I could then read the saved PDF document.
I tried opening the document in Internet Explorer, and couldn't even get beyond the first page announcement. I'm going to talk to the University office that created the original document to see how they did it. In my case, I think the inaccessibility of the document on the web might be related to the document itself, and how it was created.
