Hello Tom, If you hold down the CTRL key and press tab key twice focus will move to the list of results. This is the case with Outlook 2013 but I think should still apply to outlook 2016. You can move to the search box using CTRL with E. The list of results filter as you type. you don't need to press enter key.

My sighted wife says that the contents of the new screen displaying the search results is visible, but Jaws will not read it. Am I missing a step for performing e-mail searches here?
