I haven't done this in a while, but I believe you would first turn on "quick keys" by pressing JAWS key+z, then use the usual table navigation commands, that is, the arrow keys combined in each case with alt and control. Or press JAWS key+spacebar, then t for table, in order to move around the table with just the arrow keys.
