This doesn't address the issue. That's the location of the actual program 
executables and that's almost always C:\Program Files\<something_or_other>, 
but what I want is to be able to determine where the desktop and Start Menu 
shortcuts are placed and this is an entirely separate problem.

In this case, I can simply move the desktop or Start Menu entries from the 
All Users folder to my personal folder in C:\Documents and Settings\ without 
any problems.

Hi Walt,
You should have the oppourtunity to put applications where you want them
during installation.
During the install process, you should be able to browse to the folder
location you want, instead of the default location.
As for the ones that are already installed, I don't think you can change
their current location.
You might check the documentation for tweak U I, and also the MS knowledge
base.
