Hi Debbie, Get ready for a long one. I'm going to cover everything that I think might be wrong relating to your problem.
first and foremost, that error message you get when surfing Internet Explorer is a general error message and they outline every possible problem you might be facing with internet connectivity, so pay no attention to that man behind the curtain. Secondly, judging by what you're saying about your problem, it sounds like the modem is disconnecting after you go to a particular web page or get your mail off of the server. while your ISP is correct in that it is an IE problem, and indeed, it may very well be a problem with your internet options, they are wrong when they tell you they can't help you. I say this for all members of this list. People, not just blind, must fight for their rights. What you have with your ISP is a binding contract. The contract is that they are supposed to provide a working internet connection and insure that you are online when you want to be. It is their responsibility to ensure that your computer is configured properly to maintain your online status, so if my suggestions don't pan out, feel free to call them and tell them that, especially if they don't want to help you with your problem. Now, on to your problem. As I said, your ISP was correct in saying that your problem is a software problem and not a hardware problem. First I think we should check your settings... I'm going to assume that you are running XP with IE 6 and OE 6, please let me know if I am wrong. First, go into your control panel and go into your internet options. Ask yourself if you are hearing sounds when you try to go to those web pages that you said aren't coming up. If you are hearing sounds, than it means that your browser is set to block pop-ups and it isn't letting you go to those pop-ups. If you are not hearing any sounds, then that signifies a different problem, possibly associated with pop-up blocking or not. Once in your internet options, go to the privacy tab by hitting the ctrl-tab keys and tab down to the checkbox that says block pop-ups. If this is checked, then go into the advanced settings for this choice. You should land on a dialog box that says which sites you want to allow. tab on through this part and you'll land on a series of checkboxes. The first one says to play a sound when a pop-up is blocked. This one should be checked. tab again, and it will say, show a notification bar when pop-ups are blocked and this one should be checked. the next checkbox is the slider that tells of how strong the pop-up blocker should be. I have mine set to medium. You can decide which you prefer to set it to as your browsing activity may be different from mine. Now you are done with this dialog box, so tab to the close button and hit the space bar. This will take you back to the internet options dialog box. You can go ahead and close this dialog box by hitting the Ok button because we are finished with this part of it. Now, go into your Outlook Express options and tab through the general tab to a checkbox that says, "If my computer is not connected..." I have mine set to do not connect. I'm not exactly sure what to do here because I'm on cable internet, and you are on DSL, which use different mediums to get to the internet. You'll have to ask your ISP what this should be checked to. Now ctrl-tab over to the connections tab, and the first checkbox should be ask before switching connections, and this should be checked on. the next checkbox says to hang up after downloading messages, and this should be checked off. In other words, make sure the checkbox is cleared. You can tab on down to the apply button, then back to the ok button and press space bar or enter. If your computer still does what you say it does, I'll have to consult my brother with his infinite wisdom of networks and internet connections and get back to you. In the meantime, I would highly suggest you call your ISP back and give them heck about their insulting attitude to business and satisfying their customers. As I said, they have a responsibility to ensure that you are online, and that means checking all your software settings to make sure you are configured properly to gain access to their network and servers.
