It just occurred to me--did he say which e-mail program he's using? I'm not 
certain, but I have this nagging feeling that in Outlook (as opposed to 
Outlook Express), you have to turn on the option to use a semicolon because 
it's not on by default.

I think he is talking about sending to several e-mail addresses at once
using a ; between each one.  You should be able to do that.
