They would include an inferior component because they can then claim that 
they're providing something to protect your computer. They count on the fact 
that most computer users are not technically sophisticated enough to know 
how to test the firewall by going to:

and running their tests.

Walt,

I've heard many opinions on the Window's firewall you mention below.  I
guess my question would be why would Microsoft include an inferior product
on the XP edition of Windows?  Furthermore, how does one know how well it
works?  If this is more "off list" write back to me that way.  I also have
some questions on routers.
