You sometimes cannot control how JAWS reads the web pages and this is especially true with respect to blank lines. Those lines probably aren't there in reality (that is, a sighted person wouldn't see them), but JAWS inserts them and there's absolutely nothing you can do about it.
In looking at the page and the underlying HTML, I see that you're using tables entirely too much and that may well be the reason for some of the issues you're reporting. For example, including the level 2 heading "Navigation" as part of a defined table is unnecessary and results in undesirable behavior.
