I thought I'd adequately explained how to modify that value.

1. While in Word, press JAWS Key+6 on the number row (not the Num Pad or 
F6). This opens the Configuration Manager.
2. Press ALT+S to open the Settings menu.
3. Arrow down to the Cursor Options item and press ENTER or just press the 
letter C.
4. When the Cursor Options dialog opens, TAB to the Vertical Caret 
Dimensions Maximum Height edit field and change the value.
5. Press ENTER to close this dialog.
6. Press CTRL+S to save your settings.
7. Press ALT+F4 to close the Configuration Manager.

I am using 12 point Times New Roman, bolded and highlighted.
With respect to your carat suggestion, other than slicing them up for
salads I am clewless as how to modify it.
