The message didn't indicate where it came from, but it may be that there's some kind of problem with your ISP connecting to the recipient ISPs. Are the two addresses on the same ISP? Was there more to the message that wasn't included? Note that the message says that delivery was being "deferred," meaning that the system that issued the message (yours, I'm assuming) couldn't connect at all to the recipients' ISPs. The key here is the line that says, "(reason: 403 4.7.0 TLS handshake failed.)" From what I could find out by means of a quick search on the Google site, TLS is a security protocol that uses encryption between a "server" (your ISP in this case) and a "client" (the recipients' ISPs, I assume). It looks to me like the attempt to establish the encryption connection on both sides of the transaction failed.
