I don't know of such a program yet, but that doesn't mean that there isn't 
one.  Maybe some research in this area is in order.

Ok. to care this a bit ferther what if  wanted to convert all those eml 
message to txt files. How would I go about doing this with out doing it by

  you are correct, the program is called DBXtract and worked like a charm.

  I did after opening it was tab to the dbx combo box, arrowed to the 
desired
  OE folder I wanted to save messages from, tabbed to the second brows
  button, used that to select the desired location to save the emails in to
  and then tabbed to the extract button and entered.

  There's a program to extract all messages from the Outlook Express 
database
  files, it's called DBXtract I think. Once you have this program then it's
  just a matter of locating the folder where the Outlook Express files are.
  This can be done as follows:

  1) Move focus to the main OE display screen.

  2) Open the "Options" menu item from the "TOOLS" drop-down menu.

  3) Go to the Maintenance Tab, and tab through this page until you are on
  the "Store Button and select it.

  4) Once in this dialog box tab around until you are on the field that 
lists
  the folder where your files are located and take note of this full path.
