IMO, the main difference between the SAXParseException and the LocSAXException should be, that the latter contains system ID, line and column number, if available. Anything violating that requirement should be considered a bug. Anything else is questionable, and should (IMO, again) possibly best be compared with the super classes (SAXParseException) behaviour. If we agree on that, I see no reason for not committing your patch immediately.
