Before you do this I would give them a performance test if I were you. 
They are convenient, but you will need need to defrag your file system a 
lot, which you can only do offline (BTW - this is something that 
everyone should do anyway).

In terms of converting them, I have not checked, but I would imagine 
that JRF would automate the task for you if you specify the type or use 
the PRE and POST environment variables that govern CREATE-FILE (see 
jBASE web site).

Finally you can write a short script to find the jBASE files, create new 
versions, copy the data and move the new file over the old one (which is 
essentially what jrf does).
