Have you done a "where" command to see what users are logged on? Sometimes sessions do not get released when the user logs off and gradually more and more users show up in the "where" command. If you look at the dates when the user logged on you will get an idea of which sessions to logoff or kill (but beware of killing services etc that could be logged on for several days quite legitimately)
