Looks like:

a) You are not really an admin user or are a member of Domain Admins and not Local Admins (or vice versa) - fix by adding yourself to the required group;
b) The license server is in the same boat and cannot read the license file, or you have not installed the license quite correctly (which may not be your fault - some sequences of license installs results in this - you need to remove the license file, reboot, reinstall the license, reboot).

The license is called something like .xxxx.lic under one of the JBASE30 directories (config? - cannot remember off hand).
