I read the manuals, but couldn't find any reference to my question, but then one just has to think a bit, and found this.
When I log on to my jbase, I log into account "GCS" which I had set up as a user with the local file set up as c:\usr\gcs. I also have a user called "DAVE" , and profile is also "c:\usr\gcs. DAVE also has admin rights. However, it is GCS who needs admin rights since this is the account that I am using. Maybe some-one-else will find this useful. Just tried to use SP-STATUS, to purge and delete an old que, and system will not let me because of do not have administrator status.
