Source code control systems are very difficult things to write (at least 
correctly) such that they help rather than hinder the development process. The 
only one that I tell anyone to use is Perforce, which costs money, but costs 
money for a reason and if you are a bank, you should be willing to spend a 
reasonable amount of money securing the banking software ;-) Don't even think 
about things that require Oracle databases and administrators. 

Of the free ones available, only SVN is really any good and that is not so hot 
compared to perforce. While working on various contracts I have been forced to 
use a number of free SCCS systems including SVN (Ok for free), mercurial 
(abysmal), git (meah) and so on. In the case of mercurial, it once prevented 
anyone from checking anything in for days while the databases were sorted out; 
don't go near it - anything written in Python... well my views on 
functional/dynamic languages are well known.

I do not really know anything about your options 1 and 2 below (though I think 
that I might have actually written some C code for 2 to work :-), and though I 
know and like the people at Sofgen, I think you would have to do some strenuous 
testing and verification of anything other than SVN or perforce.

So, basically my advice is to do yourselves a favor and just go buy perforce. 
Please tell them that I sent you and that they should therefore give me a free 
upgrade ;-)
