Richard, As with Windows 8, the best way is to set up a virtual machine and run jBASE 3.x on that using either Windows XP or, preferably, Windows 2003 Server.
There are a number of free virtual machine solutions out there so it shouldn't be too difficult. There are also tools to allow you to virtualize a physical machine.
