Richard,
As with Windows 8, the best way is to set up a virtual machine and run jBASE
3.x on that using either Windows XP or, preferably,  Windows 2003 Server. 

There are a number of free virtual machine solutions out there so it
shouldn't be too difficult. There are also tools to allow you to virtualize
a physical machine.

Is there a way to install Jbase 3.x on a machine running 64bit Win 7?

We are trying to hold off using Jbase 5 as we have a number of clients 
who cannot afford to upgrade computers right now, but as their machines 
break it is getting hard to find 32 bit machines.
