That is not true.  It was for the very early releases of jBASE 4, but on jBASE 
5 when you as a developer compile and catalog a program it will run the 
modified program.

The modified program or subroutine will not be run by other users if they 
already have it in shared memory.

True - more or less - you need a new shell for certain.
We start in an executed environment and then exit and re-enter that after 
compilation.
Subroutines can be more problematical; sometimes requiring a logoff and on.
The auto creation of a dll version of exe's is at the root of it.  Originally I 
believe that there was going to be an environment variable that would turn the 
feature off. To the best of my knowledge it never materialized.

Can someone out there confirm something for me.

On my 3.x system I can modify and compile a program and then run it and
it will run the modified program.

On my 5.x copy I have to log off and back on to get it to run the new
version. Is that true? If so this is going to be a real pain.
