Hello every one,

I am trying to create files using 'CREATE-FILE'. I am able to create the 
following two files with the same name: $HOME/dir1/devices and 
$HOME/dir2/devices. 

But when I create the file $HOME/devices and try to create the file 
$HOME/dir1/devices, the 'CREATE-FILE' command reports error: 'file name 
already exists'. 

What is the reason for this behavior?
