Reinstall the jBASE license [ the specific license is targeted at the 
'hostname' of the machine ] in the 
'%JBCGLOBALDIR%\config\system.properties' file ]

Ensure the 'jruntime.license = whatever' line exists in the 
'%JBCGLOBALDIR%\config\system.properties' file [ before the 
'jruntime.<hostname> = whatever' ] and that the 'jruntime.license = 
<whatever>' line has not been modified
