I reported the same issue months ago to support, and this was their reply:
Are you using a Remote.cmd to start your jBASE environment?
As you can see in your jdiag, the PATH variable is very long. Assuming you
don't need ALL of those paths to run your jBASE app instead of assigning PATH
to additional paths and concatenating with %PATH% you can/should just assign it
to your local paths, %SystemRoot%{\system32}, %JBCRELEASEDIR%\bin.
Additionally you may also be best served to put your local paths at the front
of PATH instead of the end.

I just installed 5.7.0 on a new Windows 10 laptop that has not had jBase
before. It also did not have any Visual Studio 2017, so I downloaded it in

environment variable is too long each time I log in. When I look at the
environment variables, PATH is indeed very long.
How should I shorten it? Here is a screen capture of the environment variables,
which shows long long PATH is.
