The Lifecycle After steps are configured by default to execute regardless of any failures in the scenario (Outcome=ANY).

If you wanted to only execute them for a single scenario, we could add some mechanism to filter the scenario(s) by meta.

Adding a new step type feels unnecessary as they would be lifecycle steps at the end of the day.
