Yes, this functionality may sometimes come in handy.

I've added a check, before performing each step, to see if it should
be ignored, in that cause it will reported as ignorable only,
otherwise it is normally run. Take into account that step throwing
IgnoringStepsFailure, is marked as ignored too.
I am not very familiar with JBehave code, thus I cannot see any more
elegant way to do it, anyway I think this doesn't add too much overhead.
