I had this error occurred with the earlier versions of TWS, and other people reported it, too. I am now using version 893.9a, and it has not happened yet. If you are using an earlier version of TWS, you should probably upgrade. The reason JBT stops trading is because the order (in your case order #129) never gets placed and/or executed.
