You will need to ask IB what subscriptions you need to place orders.  They
may make you pay for a basic data subscription (without depth book, for
instance) just to get trading access.   They have chat support that can
probably answer your question in 30 minutes (or less if you are lucky ;).

Legally there is no issue with using real-time data for trading (that is
what it is for!)  unless I am missing something.  Just look at the contract
you sign when you buy the data feed subscription.  Generally the agreement
is that you will not be distributing this datafeed to other people, or using
it on tons of computers, etc.
