[jBoss-Dev] Still have to move jndi.properties

With the lastest cvs tree build I still have to move jndi.properties to
the conf directory for the EmbeddedTomcatService InitalContext() calls
to work without specifying the properties file in code.

Does it have to be per config. It seems that it should be common for all
configurations. Or am I missing something.
