The jboss.dtd and jaws.dtd should be fixed to those that exist in
the 2.2 branch. All of the updated in main need to be done to the jboss_2_4.dtd
and the jaws_2_4.dtd and these also need to be merged to the 2.4 branch.

I'm not so sure. There are other changes to the 2.4 dtds that are not in
the ones I mailed in. In particular the secure element name change in
jboss.dtd. I'd prefer to see jboss and jaws reverted and the 2_4 files
taken forward with the changes. (See my mail in reply to Scott's) that way
the major changes in the DTD are made apparent to anyone using 2.4 release.
(Just like ejb1.1 to ejb 2.0)
