When the user is associating resources that are limited in quantity with a pooled instance. Right now the MaximumSize bound is really meaningless as you can have an unbounded number of instances active. This policy flag simply enforces the MaximumSize bound. The policy is not enabled by default so you won't notice it unless you change the container configuration.
