Currently, RH requires an ejb-local-ref to use ejb-link. The container is not able to resolve ejb-link's to beans outside the ejb-jar. So, even if the beans are in the same application but different ejb-jars, ejb-local-ref won't work. If the ejb-link problem is fixed, beans in different apps still won't be able to use ejb-local-ref to refer to each other.
