I thought we discussed this before, where it was agreed that the simple solution was to have users explicitly list the users in the order they wanted rather than implement another sorting system in UDS.
We already sort using DeploymentSorter (J/E/W/S as you called it), addinf this prefix numbering sort will just make it more complicated.
